Gildglade is ruled through a masked council where monster-gold, secrets, royal discipline, fairy ritual, republican ambition and monster resistance are forced into the same room - then allowed to change the city outside it.
Power Behind the Mask
The Secret Council is Gildglade’s practical government, but the source describes it less like a parliament than a controlled reaction. At the top sits the masked Supreme Head with veto and deciding voice. Beneath that office are two indispensable advisers. The Leader of the Blood Hunt controls the extraction on which the city’s economy depends; the Keeper of Secrets controls espionage, smuggling and foreign relations, including the far less glamorous question of where bread comes from and how much silence costs. Eight lower seats represent factions whose loyalties move with the city’s current pressure.
Those factions are not simple parties. Fairy supporters want Gildglade more fully converted into an altar and push golden artifacts and sacrifice. The Dark Lord’s sympathizers and monster interests sabotage hunting and encourage resistance from creatures treated as resources. Royal agents offer order, inspection and the threat of purge. Republican citizens want independence and a trade republic, even if that requires secret arrangements with eastern merchants and Storm captains. Every position contains an official principle and a hidden method; the Council exists to make them coexist long enough for the city to survive another week.
The unusual feature is that political balance has material consequences. A shift of influence can coincide with magical storms, monster incursions, spy purges or public riots. Whether every such event is literally produced by a vote or whether the vote merely measures a deeper movement of the city is left deliberately murky. What matters is that Gildglade treats political decision, ritual pressure and urban reality as parts of the same mechanism. A Council protocol can become as dangerous as an incantation because both assign roles to forces already present.
This is why the Council’s own marginalia describe it as theatre and alchemy. Masks change, minutes are amended, bargains are hidden behind official language, but blood, gold and words remain in the vessel. The institution does not solve Gildglade’s contradictions; it keeps them reacting at a survivable temperature. Its power comes from preventing any single future - Crown conquest, Fairy apotheosis, monster victory or republican secession - from becoming final before the others can answer.
